WILLIAMSPORT – A mother has been accused of being under the influence of drugs and alcohol when her car struck and dragged her 14-year-old daughter approximately 40 feet.
The accident occurred about 7:30 p.m. on May 7 as Vanessa Lynn Weaver, 40, was attempting to re-park her car on Packer Street near her Washington Boulevard home, city police said.
Her daughter was standing next to the open driver’s side door and was struck and dragged when Weaver put the car into reverse and hit the accelerator, they said.
The teenager suffered a skull fracture, brain hemorrhage and other injuries and was in a coma at Geisinger Medical Center near Danville for more than week, police said. No update on her condition was available Wednesday.
Weaver was arraigned Monday on charges that include aggravated assault by vehicle and committed to the Lycoming County Prison in lieu of $250,000 bail.
Police said when they arrived they found Weaver behind the wheel with a blank stare on her face and she did not respond to verbal inquiries. There was a strong chemical odor in the vehicle, they said.
Weaver had to be physically removed and an officer had to take the car out of reverse and turn off the ignition, they said.
A young girl who had been a passenger told police Weaver had driven her and her daughter to a store near downtown and while there smoked a cigarette dipped in Phencyclidine (PCP), the arrest affidavit states.
When Weaver was told to stop smoking she dropped the cigarette in the driver’s side door pocket, where police said they recovered it.

Their investigation revealed Weaver had backed her car into a utility pole earlier, they said.
She is alleged to have admitted smoking PCP and drinking three beers before driving, the affidavit states.
The results of toxicology tests have not been received to determine Weaver’s blood alcohol level, police said.
Other charges against her are aggravated assault by vehicle, endangering the welfare of children, recklessly endangering, simple assault, driving under the influence of alcohol or drugs, possession of PCP, possession of drug paraphernalia and three Vehicle Code Violations.
According to online court records, Weaver has been the defendant in seven criminal cases since 2006, the most recent being a retail theft case in which she was sentenced in 2018.
